Minutes from the Board Meeting of March 3, 2015



Meeting Called to Order at 6:30 by President Maryann Polizzi   
  1. Roll Call via self-introductions:  Maryann Polizzi, Chris Diserio, Irene Guthrie, Chip Guthrie, David Chapnik, Mark Herbert, Kimberly Trainor, Lynn Foley, Bill Foley, Joanne Kelly, Daren Hamberger, Brian Luongo and Theresa Deveaux.   
  1. There was a motion and a second to approve the Minutes of the February 9, 2015 General Meeting.  The Minutes were approved by unanimous vote.   
  1. Treasurer’s report.  Irene Guthrie reported the following:

  There was a discussion as to whether to continue use of the PayPal account to receive  payments to the Association.  Having the account adds a layer of confusion to the  Association’s checking account.  In addition, fees are charged for all PayPal receipts.   Finally, the PayPal account received only four payments in 2014 and just one payment  thus far in 2015.  There was a motion and a second to close the PayPal account.   The motion was passed by unanimous vote.    
  
There was a motion and a second to approve the Treasurer’s Report.   The Treasurer’s Report was approved by unanimous vote.  
  1. The Association received a thank you note from Mr. David Cantley, principal of Lake Worth High School, in recognition of its donation to Dollars for Scholars in the memory of Mickey Maser.  The Letter is attached to the Minutes.  
  1. Chip Guthrie reported that 21 households participated in the 2015 SPP Garage Sale.  Chip said that this was a typical number of participants.    
  
Chip also reported that the City of Lake Worth may continue to do some trimming on some of the median end caps that are problematic and that he will make a request for the City to trim the areas around some of the median street lights as it is getting dark in some areas of the median.  
  1. Maryann reported that Sharon Chapnik has signed up to take the REAP (Resident Education to Action Program) classes which will allow our Association to apply for a grant to fund the South Palm Park Association’s Neighborhood-Wide Neighborhood Watch Program.  The classes are offered through Palm Beach County’s Office of Community Revitalization and begin March 10, 2015.     
  
Chris Diserio began a discussion of placement of Neighborhood Watch signs throughout the SPP neighborhood.  This decision will take some time to finalize as there are many variables and proper notice should be given to our neighbors.  This information will be important for the grant writing process.    
  
Some of the considerations discussed were:  placing signs at or near all entrances to the SPP neighborhood, placing signs on S. Palmway and S. Lakeside, both northbound and southbound, placing sign(s) in or near South Palm Park and in the alleys behind S. Palmway.  Signs should be mounted on existing “utility poles” when possible.  When applying for the grant, we will try to request extra signs in case more are needed or some become damaged.  No decisions were reached and this subject will be discussed in greater detail in the months to come.  
  
Neighbors are encouraged to continue to “Make the Call, Y’All” to the Palm Beach County Sheriff’s Office.  For emergencies call 911.  To report suspicious activity, call 561-688-3400.  
  1. There was a motion and a second to reimburse Ted Johnson $20 ($10 for 2014 and $10 for 2015) for the expenses he incurred for operation of our website, www.southpalmpark.org.  
  1. Maryann reiterated that there are still a lot of people in our neighborhood who are unaware of the South Palm Park Association and what we do.  Please continue to reach out to your neighbors, old and new, and encourage them to get involved.  It was recommended that we try to put the SPPA web address on the new banners that will be going up around the neighborhood.  
  1. There was a discussion of some vehicle burglaries in the neighborhood and the possibility of implementing a text alert program.  No decisions were made.  Neighbors were reminded to keep their vehicles locked.  
  1. There was a discussion about the SPPA bylaws.  Some of the topics discussed included the issue of renters as members / Directors and the need for election ballots if a candidate is running unopposed.  No decisions were made.  
  1. Maryann explained that there are 10 members of the Sheriff’s Office that work in our area.  She will work on getting $5 Starbucks gift cards and writing letters to Captain Silva as a way of thanking and recognizing these officers for the work that they do for our neighborhood.  
  1. There is still some work outstanding with regards to the neighborhood beautification grant received in 2014.  Specifically, the banners and more median improvements.  
  1. Some members mentioned they had noticed an increase in cars speeding in our neighborhood.  
  1. Maryann is looking for volunteers to represent our neighborhood by marching in both the St. Patrick’s Day Parade and the Pride Fest Parade.  
  1. Volunteers are needed for the Easter Egg Hunt which will take place on April 4, 2015.  We are also looking for donations of candy, plastic eggs, hot dogs, chips and popcorn.  
  1. Maryann hopes to continue the tradition of great South Palm Park Association picnics and parties including the annual picnic, the progressive dinner and the “Just Desserts” Party.  Specifically, volunteers are needed to host the progressive dinner.  The event usually involves three homes...one for the appetizer, main course and dessert.
